Instructions for ordering a connection point statement
You will need a connection point statement as an attachment to your building permit application. The connection point statement is also used as a basis for the property’s water and sewer plans. If the connection point of your current property to HSY’s network changes or more connection points are needed, you will need a new connection point statement.
Please note! HSY grants a single water connection/water meter/contract for a single property (lot). If more than one main water meter is to be obtained for the property, please refer to the section “Is it possible to obtain more than one main water meter for a single property (lot)?”.
What information is provided on the connection point statement?
The connection point statement indicates the connection points of the lot lines, the pressure levels of the water pipe at the connection point, the connection heights of the sewer connections and the full supply levels. Full supply level refers to the level to which wastewater or stormwater may rise in the network.
HSY determines the connection points. You can also request a connection point when ordering a statement. Sewer connections are made to manholes. If there is no manhole at the property, HSY will install a connecting manhole on the line where needed.
HSY cannot stipulate land use easements. If the connection site requires excavation work and placement of lot lines in a private area, you as the connecting party are responsible for setting up the easement.
Checklist for ordering a connection point statement
- Obtain the property’s address information and property identifier.
- If desired, request a connection point on the line location map or as a layout plan (not mandatory). Obtain the map from the line location service of your building’s municipality. We recommend that the customer’s water supply and sewage designer ("kvv-suunnittelija") presents the connection point request, if possible. This ensures that there is unlikely to be a need to change the connection point afterwards.
- If you want multiple main water meters for a single property, append a contract on the division of a joint property, a lease contract or a commitment to divide possession, with a map attachment, to the order.
- If the parcelling out of the lot is pending for the connecting property, append a document on the future site layout plan to the order.
- If two or more properties or areas in the possession of different owners are to be connected to HSY’s water networks party with shared lot lines and/or sewers, append a contract on shared lot lines to the order. If the shared lot lines have been agreed on in another document, no separate contract is required.
Do you want to connect to pipes owned by another property?
HSY cannot stipulate connecting to pipes owned by another connecting party. If you want to connect to the lot line of another property, you need to submit a copy of a line contract between the properties to HSY. It must show that the owner of the lot line has consented to the arrangement.

If the address and/or property identifier of the property is not shown on the map, please obtain the information from your municipality’s city survey services.
Is it possible to obtain more than one main water meter for a single property (lot)?
Obtaining multiple water connections, contracts and main water meters for a single property always requires that part of the property can be interpreted to be independent.
The most common grounds for such an interpretation are:
- the lot has been divided into two or more parts by a contract on the division of a joint property between the different owners;
- the owner of the lot undertakes to later divide the lot into two or more parts by a contract on the division of a joint property (commitment to divide possession);
- one or more parts of the lot have been rented out under a long-term lease; or
- the parcelling out of the lot is pending.
In addition to the above justifications, exceptions are made to the single-connection policy only in special instances, which are dealt with on a case-by-case basis (e.g. large properties and critical sites for water supply).
Please note! If multiple water connections are sought for a property on any of the above grounds, a separate connection point statement must be ordered for each part of the property, even if shared lot water pipe and sewers are used. In calculating the connection fees, each part of the property is treated as a separate property. Once the lot has been divided by a contract on the division of a joint property, we recommend that all the owners file for connection points statements for the areas in their possession at the same time.
If the property is owned by a housing company, it is interpreted as a single owner and only one water connection can be obtained for the property. A contract between the shareholders of the housing company on the possession of the property does not justify multiple water connections, even if the company consists of separate detached houses.
Does your property have exceptionally high water consumption and/or wastewater volume? Is the quality of your property’s wastewater exceptional?
Special connecting party refers to properties, construction sites or other atypical connecting parties in terms of water services that have
- exceptionally high water consumption;
- exceptionally high wastewater volume;
- exceptional wastewater quality; and/or
- the operations of the connecting party may otherwise have consequences for the operations of the utility.
A completed ‘Special connecting party information for connection’ form needs to be appended to the special connecting party’s connection point statement order.
